| Commentary: | Schoonover received the commission to create illustrations for “Judgment of the Steerage,” for Harper & Brothers. The artist must have explained to Harper & Brothers his need to see steerage passengers on their ship because on March 9, 1908, Mr. Thomas B. Wells responded with the following plan: “I have just succeeded in arranging quite satisfactorily the matter of permits for you to go down on the revenue cutter and to make sketches and photographs of the steerage of the ship due here on Wednesday…I am holding the permits for you here.” The artist went to New York, picked up the permit, proceeded to the ship, and gathered enough images to complete thirteen illustrations for the article.
